Chapter-3: Skill Development Training
14. Purpose-
(1) Creation of appropriate employment opportunities by providing appropriate skill development training to the youth to ensure sustainable economic growth;
(2) Institutional training to engage the young community of the country in suitable occupations; And
(3) Creating young entrepreneurs.
15. Name of the training center. -
The name of the Skill Development Training Center under the City Social Development Program is in Bengali - ‘Skill Development Training Center, City Social Service Office, ............’, and in English ‘Skill Development Training Center, Urban Social Services Office,.............
16. Training trades.
(1) In skill development training centers, similar naming and syllabus should be followed as per the trade approved by Bangladesh Technical Education Board;
(2) NTVQF can be introduced from level-1 to level-6 under Competency Based Training and Assessment (CBT & A) keeping pace with the world and considering domestic demand;
(3) The concerned office may, in view of the local demand, introduce training trades as per the list approved by the Board with the approval of the authorities including the production of care givers and jute products;
(4) The concerned office may, with the approval of the authority, start training trades outside the technical board with the approval of the board considering the local demand;

17. Eligibility of trainees. -
(1) Any Bangladeshi citizen (female / male / transgender) between the ages of 14 and 45 eligible to receive training may apply for the training:
However, disadvantaged and troubled people will get priority in receiving this training.
(2) selected government employees and beneficiaries of projects or programs may receive training in accordance with government orders;
(3) In case of receiving training, a trainee should have the following qualifications-
(A) Educational Qualification for Dress Making and Tailoring, Certificate-in-Beautification, Horticulture and Block-Batik and Printing trade. Minimum 5th class or PEC or equivalent.
(B) The minimum educational qualification of the trainees of all other trades is 8th class or JSC or equivalent.
18. Trainee Admission Committee-
(1) The Trainee Admission Committee shall consist of the following members, namely:
(A) the concerned social service officer, who shall be the convener of the said committee;
(B) 1 representative of the Deputy Director District Social Service Office;
(C) the President, 1 member of the Coordinating Council nominated by the Coordinating Council; And
(D) the head trainer of the trade concerned, who shall be the member-secretary of the said committee.
(2) The committee referred to in sub-paragraph 1 may co-opt the required number of members.
(3) The scope of work of the Committee is as follows, namely:
(A) Confirmation of selection and admission of trainees in accordance with the policy;
(B) Make recommendations for improving the quality of training;
(C) To take measures to resolve the problems arising out of the admission and selection of trainees; And
(D) To perform any duties assigned by the Coordinating Council or the Registration Authority in matters relating to the admission and selection of trainees.
19. Candidate selection and admission procedure.
The following procedure should be followed in the process of selection and admission of candidates, namely:
(A) the admission process should start at least 1 (one) month before the commencement of the training course in a particular trade;
(B) Admission notice with detailed information should be published through local newspapers, social media, local cable TV, posters, leaflets, banners, etc .;
(C) there must be a set time to apply for admission to the training course;
(D) for admission in any trade or course, the applicant must apply in the form UCD prescribed by the Department of Social Services, either directly or offline or online; And
(E) In case of a particular trade, if the number of applicants exceeds the sanctioned number of seats in that trade, the trainee has to be selected through admission test.
20. Admission fee
1. The selected candidate has to pay the prescribed admission fee and for participating in the examination of each trade he has to pay the registration fee and the center fee prescribed by the Board.
2. Based on the opinion of the local committee, the Department of Social Services may issue the office order by fixing the amount of admission fee separately every year. However, there is a condition that the Coordinating Council can reduce the admission fee of any elected candidate considering the socio-economic status.
21. Registration and tenure of trainees in the board. -
1)The registration process has to be completed within the stipulated time by the Skill Development Training Center by entering the system of the Board after paying the registration fee and center fee;
(2) 3-6 months duration /360 hours training course in January-June and July-December or January-March, April-June, Will be conducted in July-September and October-December sessions.
22. Completion and benefits of training. -
1) The training will be completed by taking the training as per the syllabus prescribed by the board and by passing the examination at the prescribed time, if successful, the certificate will be issued.
(2) If the trainee who successfully completes the training course is self-employed or interested as an entrepreneur through self-employment, he/she may apply for interest free micro-loan from the revolving fund run by the Upazila/Urban Social Service Office under the concerned district.
23. Instructor type-
The trainers of the Skill Development Training Center will be arranged as follows, namely:
(A) The head coach;
(B) Senior trainers;
(C) Trainers; And
(D) Junior Instructor.
24. Instructors and support staff.
Each training course will be able to recruit trainers and support staff in proportion to the number of trainees, as follows:

25. Salary and allowances of trainers and support staff.
(1) The concerned Coordinating Council may determine the monthly salaries and allowances of the trainers and support staff:
However, the condition is that the total head trainer is Rs. 20,000, senior trainer Rs. 16,000, trainer Rs. 14,000, junior trainer Rs. 12,000, support staff (accountant) Rs. 14,000 and support staff (office assistant) Whose monthly salary cannot be fixed below Rs. 6,000;
It is further stipulated that in line with the government pay scale and market rate, the Coordinating Council may redefine the skill development training center by increasing the monthly salary of trainers and support staff from time to time as per the financial capacity and trade (income of the trade concerned).
(2) The annual incremental salary at the rate of 5 (five) per cent of the last month's monthly salary of each trainer and support staff shall be added to the basic salary;
(3) Every trainer and support staff shall be entitled to 2 (two) festival allowances in the same year as the pre-festival monthly gross salary:
Provided that the service period of the concerned trainer and support staff should be at least one year for receiving the festival allowance.
26. Formation of trainers and support staff recruitment committee, scope of work, etc
(1) A Committee for Recruitment of Trainers and Support Staff of the Skill Development Training Center shall consist of the following members, namely: -
(A) Deputy Director - President of the concerned District Social Service Office
(B) President, Coordinating Council, concerned City Social Service Office - Member
(C) A representative-member nominated by the concerned Deputy Commissioner
(D) By the principal of the technical education institution of the concerned district

(2) The scope of work of the Committee shall be as follows, namely:
(A) This committee will take all the activities related to recruitment.
(B) Recommend the appointment of trainers and support staff of the Skill Development Training Center.
(C) If the allegation of any act against discipline or against the interest of the organization against the appointed trainer and employee is proved, he may, after holding a hearing, dismiss him from the job.
(D) As per the recommendation of the Committee, the concerned Coordinating Council shall issue the appointment order as the General Secretary.
27. Instructor recruitment procedure.
The following procedures should be followed in hiring trainers for skill development training centers, namely:
(A) The committee will publish the recruitment notice on the notice board of the office, in the local newspaper / website.
(B) The recruitment test number will be arranged as follows, namely:
(A) A total of 150 marks must be taken;
(B) A written test of 100 marks out of the total marks mentioned in subsection (i) will be held:
Provided, however, that questions of Bangla-20, English-20, Mathematics-20 and General Knowledge-10 and 30 marks in computer / related subjects will be included;
Pass number 50 in the written test. Only candidates who have passed the written test will be able to participate in the practical and oral test.
(E) Out of the total 50 marks mentioned in subsection (i), out of the remaining 50 marks, 25 marks will be allotted for practical examination and 15 marks for oral examination and 10 marks will be allotted for academic result:
In case of academic results, SSC and HSC or equivalent examinations have a GPA of 5.00, GPA of 4.00 or 4.00+, GPA of 3.00 or 3.00+ and GPA of 2.5+. Number 2 has to be considered. Note that no candidate with a grade below GPA 2.5 can apply
It is to be noted that for the posts for which the educational qualification is Bachelor or above, out of 50 marks, 25 marks will be allotted in the practical examination and 10 marks in the oral examination and 15 marks will be allotted for the academic result:
Their academic number division will add 3 marks for undergraduate or graduate (honors) and 2 marks for masters.
(C) Merit list will be prepared on the basis of the number obtained.
(D) Trainers will be selected according to merit list.
28. Support Staff Recruitment Procedure.
(1) In the case of appointment to the post of accountant, the following procedure should be followed, namely:
Recruitment test numbers will be formatted as follows, namely:
(I) must take a total of 100 marks;
(Ii) Out of the total marks mentioned in subsection (i), a total of 70 marks written test will be held:
Provided, however, that the questions of Bengali-10, English-10, Mathematics-20 and General Knowledge-10 and 10 in Computer and 10 in accounting shall be included;
Pass number 35 in the written test. Only candidates who have passed the written test will be able to participate in the oral test.
(E) Out of the total marks mentioned in subsection (i), 15 marks will be fixed for oral examination and 15 marks for academic result:
In case of academic results in SSC and HSC or equivalent examinations the value of GPA 5.00 is 5, the value of GPA 4.00 or 4.00+ is 4, the value of GPA 3.00 or 3.00 + is 3 and the value of GPA is 2.5+ Number 2 has to be considered. 5 marks will be added for graduation or graduation (honors). Note that no candidate with a grade below GPA 2.5 can apply.
(2) In case of appointment to the post of office assistant, a written test of 40 marks and an oral test of 10 marks should be taken in Bengali, English, Mathematics and General Knowledge 10 marks; Provided, however, that those who obtain a minimum of 20 marks in the written test will be selected to participate in the oral test.
(3) Merit list should be prepared and announced on the basis of the marks obtained in the examination; And
(4) Final selection and announcement of support staff should be made on priority basis as per merit list.
29. Qualifications of trainers and support staff
(1) Educational Qualification of Head Instructor in case of direct appointment: Diploma Degree in the relevant subject from Government Polytechnic Institute / Bachelor's degree in Computer Science / 1 year Diploma Degree in a related subject from a recognized institution with minimum bachelor's degree and in case of promotion: Bachelor's degree in related subject (360 hours) with a minimum of 5 years of experience as an instructor;
Provided, however, that preference will be given to candidates with higher educational qualifications
(2) Educational Qualification of Senior Instructor in case of direct recruitment: Diploma Degree in relevant subject from Government Polytechnic Institute / Bachelor in Computer Science / 1 year Diploma Degree in a related subject from a recognized institution with minimum second class Bachelor and in case of promotion: 360 hours) Must have minimum 3 years experience as a co-instructor;
Provided, however, that preference will be given to candidates with higher educational qualifications.
3) Educational Qualification of Instructor Educational Qualification of Senior Instructor in case of direct recruitment: Diploma Degree in relevant subject from Government Polytechnic Institute / Bachelor's degree in Computer Science / related subject from recognized institution with Bachelor's degree in minimum 2nd degree and in case of promotion: Must have a minimum of 2 years experience as a course (360 hours) co-instructor
Provided, however, that preference will be given to candidates with higher educational qualifications.
(4) Educational Qualification of Junior Instructor Must have Diploma Degree in the relevant subject from Government Polytechnic Institute / Minimum Second Division Diploma Degree in Computer Science / National Skills Basic Course (360 hours) and minimum 1 year experience as an instructor:
Provided, however, that preference will be given to candidates with higher educational qualifications.
(5) Educational Qualification for the post of Accountant. Must have at least a bachelor's degree in the second category and at least 1 year experience in related work:
Provided, however, that preference will be given to candidates with higher educational qualifications.
(6) Educational qualification for the post of office assistant should be minimum SSC or equivalent pass.
30. Responsibilities of the instructor
The trainer will perform the following duties, namely:
(A) In case of training, the syllabus and module given by the board should be followed.
(B) Assist the Coordinating Council in increasing the number of trainees in the training center and conducting the training properly.
(C) Take steps to motivate the trainees in the admission process.
(D) As per the instructions of the General Secretary, as the case may be, perform the duties related to the training and other duties.
31. Responsibilities of support staff
The support staff shall perform their duties in accordance with the instructions of the General Secretary of the Coordinating Council and the responsibilities assigned by the trainer.
32. Administrative Management of Skill Development Training Center
(1) The ‘Coordinating Council’ under the Urban Social Development Activities (UCD) shall conduct training programs in the City Social Services Office;
(2) The General Secretary of the Coordinating Council shall act as the Chief Executive of the Skill Development Training Center.
33. Financial Management of Skill Development Training Center
(1) Skill Development Training, City Social Service Office: All transactions have to be completed by opening a savings account in a local online scheduled bank with the joint signature of the President and General Secretary of the Coordinating Council.
(2) The income earned in training should be spent in accordance with the constitution of the coordination council.
(3) Accounts of income and expenditure related to training should be kept separately.
(4) A monthly report on training and training income and expenditure shall be sent to the UCD branch of the District Social Services Office and the Department of Social Services and the annual report shall be published at the end of the year.
(5) Trainee admission or all other transactions must be conducted through the bank. Cash cannot be accepted.
(6) The Coordinating Council may award honorarium to the officers and employees involved in the training considering the financial capacity from the ongoing training course (360 hours duration / 3 months - 6 months duration) to encourage smooth and successful operation of the Skill Development Training Center. However, the total amount of this honor will not exceed 10% of the net income earned from the ongoing training course.
(7) Financial management must be ensured in accordance with the instructions given in Article 11.
34. Quality improvement and innovation of training activities
(1) Subject to the approval of the authorities for the development of overall or special sector standards of city social service activities, the city social service office may enter into an agreement or sign an MoU with any other NGO/donor organization or any charitable person;
(2) Database application software may be developed and used for implementation of training activities, and an approved user manual may be developed and followed;
(3) Online based software will be introduced for smooth management of training activities. All training related activities will be conducted through the use of software.
